A lot to unpack in this. The sprawl aspect reminds me of the people who complained about Charlotte motor speedway noise while living in homes recently built AROUND A SPEEDWAY! The retrofitting argument seems to make sense. You can’t expect owners to make adjustments every time a law changes. That said a chemical plant full of explosives seems like it should have some fire suppression systems in place regardless.

Of course the homes built near the speedway are not exactly “modest.” The issue of minorities and industrial areas is also tough. Put simple homes on land well-off folks won’t live on and make $ on otherwise worthless property.
